The good news is that the levee system which the Army Corps of Engineers spent more than 10 billion dollars to fortify held steady. Parishes such as Orleans, St. Bernard, and others that were drenched by Hurricane Katrina stayed dry. The bad news is those communities outside the federal levee protection system were nearly destroyed. Areas that never expected to take on the wrath of Isaac are still trying to recover.
